I mean, it's logical. You get Ben Steinquist, Metamucil*, and a faucet, and you get plasmic boron to emit from the flowing water!

*assuming the contianer next to the detergent is Metsamucil (sure looks like it).

It's surprisingly easier than you (or I) would think. Just find a room without any external light sources, set up your camera on a tripod or flat surface, and wave a flashlight around while using a delayed shutter speed. I thought there would be more nuances than that, but it's really that simple. I didn't post-process this photo at all. What you see is what I got.
